This image keeps water the main focus of the image because of a couple of visual ideas. First, there is more water than sky or beach. Second, a progression of layers is maintained. The sky (which is over the water) is in the background so that the eye moves forward to the water. Then the water is overlapping the sand which maintains the idea of the water being the "top" or most important layer of the image. Also, the breaking surf is offset to the side of the image rather than centered to add more visual interest.
