The beach is a traditional summer activity and this image uses a crowded beach to show its popularity. By not focusing on any one person the beach itself stays the subject of the photograph. Also, the water is set to approximately 1/3 of one side of the image. This prevents the center of the image from becoming a dividing line in the photograph.
