Light takes center stage in this image by using a long shutter speed to blur the fair ride so that only the light is seen. The motion of the ride creates nice bands in the light as well so that the ride resembles a giant candy lollipop. The vehicles in the foreground detract a bit from the main focus but in photography you do not always have the luxury of completely removing distractions (as you can do in painting). This image does minimize the distraction as much as possible by placing the stem of the lollipop ride just to the side of a vehicle and by maintaining a reasonable exposure on the vehicles.
