PhotoPad by ZAGG

Unlike many free photo apps, PhotoPad by Zagg has a robust set of features.  Offered free to apparently give you a way to order a custom Zagg skin for your iPad, PhotoPad provides all the basic editing tools along with several great filters (and a few awful filters).  Resolution isn't hobbled with PhotoPad but sharing is via email only.

PhotoWizard Lite

PhotoWizard Lite is a scaled down version of PhotoWizard to let people "try before they buy."  Full of powerful editing tools, including masks, crop, and rotate.  This app feels like a pro photo editor on your iPad...with one problem.  It only works in low resolution.  While saving only in low rez isn't a problem for web use, trying to work with the file is tedious and difficult.  The full version of PhotoWizard is under a buck so take the plunge and buy rather than go with the free version on this one.

Effects HD by ab2labs

Effects HD is a cute collection of filters and frames for your photos on iPad.  This free version comes with 11 filters and 7 frames.  The frames and filters can be layers for custom effects.  Controls are siple with a quick restore button.  Effects HD also makes sharing easy with linking to email/Facebook, Twitter, and Tumbler.

Stamp It!

Stamp It! is a simple app that lets you add rubber stamp style lettering to your photos.  It is a very basic app with one text font and one stamp style.  You can chose the color of the stamp, add multiple stamps to one image, and adjust the transparency of the stamp.  Email and FaceBook sharing is supported.  Overall Stamp It! is a fun little app if you like commenting on photos for FaceBook posting.

MobileMonet Free

MobileMonet Free by East Coast Pixels is the free version of Mobile Monet HD.  Like more free or lite versions of a paid app, MobileMonet Free is scaled down.  In this case, it only saves low resolution images.  If all you want to do is share photos on FaceBook then low resolution is all you need.  There are a lot of ads on the app which get very annoying after a bit of working in the app.

There are good controls with the app that allow a lot of customization to the "monet-look" of the photos.  Line width, grey amount, black amount, vibrance, brightness, and colors can all be adjusted.  Parts of the color can be erased as well.

Photo Editor HD Lite

Photo Editor HD Lite is another scaled down version of a paid app.  However, while most free apps work well but are just less robust, Photo Editor HD Lite is awful and not worth your time to download.  In addition to lots of ads, the app instantly tries to connect you to the  in-app purchases without your permission upon start up.  The 3 controls for your photos included are brightness, hue, and saturation.  Even these do not work correctly.  The hue slider actually adjusts saturation and the saturation slider adjusts hue.  The apps only option for photo sharing is email.

Photo to Toon HD Lite

Photo to Tune HD Lite is a cute trial version app but instead of scaling back features there is no save capability.  The cartoon effect is basically a Monet-style effect with extra horizontal lines in the background.   Controls are reasonable with style/intensity adjustment as well as line thickness/number adjustment.  Frames can also be chosen to surround the altered photo.  However, because of the no save feature there is no point in downloading this app unless you want to "try before you buy" the Photo to Toon HD full version app.

Collagraphy Free Lite

Collagraphy Free Lite lets you create collage style photos that look like your photos is broken up into a stack of photos scattered across your screen.  The biggest drawback to this app is that it only works with photos as you take them from your iPad, not stored photos.  Sharing via email or FaceBook is supported and files can be saved.  There are plenty of options when taking the photo and after the photo is taken to customize your result.  This app is a wonderful change of pace from the dozens of "photo frame" apps out there.
